Interesting question.
If you're paying $65 for two people who work for an agency, it's a good bet that they may not even be seeing $20 each per visit.
$20 apiece with, perhaps, some small token gift would seem appropriate.
Tipping guidelines in general have crept up from 15% to 18%, and even at 18% and tipping on the full cost you pay for the service, 18% total would be $11.70, so $40 total seems generous. Tipping and holiday gifting are different. Tips for service people is usually 20% (at least that's what I tip). I'm talking people like my hair stylist, manicurist, etc. I don't tip the cleaning people each time they come. But for the holidays I "gift" each of these people, and also my personal trainer. I give them in cash the amount of a service.

We get the Times delivered every weekend for 52 weeks. We send him a $50 check as it works out to less than a dollar per weekend.
I also tip my cleaning lady and nail person the amount for one visit....I hope it helps...

I give my mail carrier and newspaper delivery guy each $50 at the holidays. I give my hair stylist $50 along with some cookies and candy. I guess I should up that based on the cost of services. I know some people tip the trash collectors but I never see them and wouldn't know how to tip them, unlike the envelopes I tape to the door and mailbox.
All I know is I go through a lot of cash this time of year!

I pay $60 every two weeks for my cleaning lady. I give her $50 at Christmas. She used to come every week at $50/week, and that's what I gave her then. I didn't change it when we reduced to bi-weekly.
She also gives me a present (sweets and homemade wine, usually).
